Immigration Bill 2025: Union Minister of State for Home Nityanand Rai introduced immigration and foreign bill 2025 in the Lok Sabha today. The purpose of this bill is to amend the laws made for foreigners in India and remove their shortcomings.

If this new Bill is approved by Parliament, it will replace the Foreign Act, 1946, Passport (Admission to India) Act, 1920, Foreign Registration Act, 1939 and Immigration (Career Liability) Act, 2000. The purpose of this bill is to increase national security, ban immigration and tighten the conditions of entry and investment of foreigners.

Union Minister of State for Home Nityanand Rai, while presenting the bill on behalf of Home Minister Amit Shah, said, “I am proposing on behalf of Amit Shah that the Central Government will hand over some powers to enter India and determine the passports and document requirements of individuals who leave India and provide provisions to ensure that there is no violation of immigration laws by foreigners.” This includes visa and registration requirements.

 

What is in the bill?

The immigration and foreign bill states that if a foreign person pose a threat to the security, sovereignty and integrity of the country, then such foreign national will not be allowed to enter the country. Additionally, registration will be made mandatory on the arrival of foreigners. So that they can visit restricted and protected areas on the basis of registration. Every educational institution, hospital and nursing home will have to inform the immigration authority about foreign nationals admitted there.

Violation of the provisions of the bill will be fined heavy.

The bill provides for heavy fines on those who violate the rules. Entering India without passport and visa can lead to a five -year jail and a fine of Rs 5000. A fine of up to five lakhs can be imposed. Those entering on the basis of fake documents may have a fine of two to seven years and a fine of Rs 5000. A fine of one to one million rupees can be imposed. Visa conditions can cause a three -year prison and a fine of Rs 5000 for violating the visa conditions and entering the restricted areas. A fine of 3 lakh can be imposed.

The opposition protested.

Congress MP from Chandigarh Manish Tiwari, opposing the bill, claimed that it violates the fundamental rights inherent in the constitution of the country. Under Rule 72 (2) of the Rules, the process of Lok Sabha, I oppose immigration and foreign bills. Rules 72 (1) of the rules of Lok Sabha and Rules of Work can be considered in two ways. One is a simple opposition to the bill and the other is a protest based on legal inability. TMC MP Saugat Rai also opposed the bill and said, “I oppose this bill.” There are already four bills for the entry and investment of foreigners in the country.
