Azerbaijani officials had earlier said that 32 of the 67 people on board the plane had survived, according to Russian media.

Kazakhstan’s emergency ministry said in a statement that 29 people on board, including five crew members and two children, survived the crash and were all hospitalized. Azerbaijan Airlines said the plane crashed while making an emergency landing 3 kilometers (1.8 mi) from Aktau.

He also signed a decree declaring December 26 a day of mourning in Azerbaijan.
At the same time, Russian Kremlin spokesman Dmitry Peskov said that Russian President Vladimir Putin spoke by phone with Azerbaijani President Aliyev and expressed condolences on the tragedy. Also speaking at the CIS meeting in St. Petersburg, Putin said that Russia’s Emergencies Ministry has sent a plane with rescuers to Kazakhstan to help after the plane crash.
