Hyderabad: The Telangana government on Monday implemented the Scheduled Castes (SC) classification, making Telangana the first state in the country to implement SC reservation classification following the Supreme Court order. This decision has been taken keeping in mind the Supreme Court’s decision. It was implemented on 14 April, the birth anniversary of Babasaheb Ambedkar. Accordingly, three categories of Scheduled Castes will be created in Telangana keeping in mind the economic, social and educational status in Telangana.
According to the Telangana government’s order, the state government formed a commission in October 2024 under the chairmanship of retired High Court Judge Shamim Akhtar. The Commission had recommended a total of 15% reservation in government jobs, educational institutions etc. by dividing a total of 59 castes of Scheduled Caste community into three categories, class I, class II and class III. On April 8, the Governor also approved this recommendation after being passed in the assembly. After which its implementation started from 14 April. The SC community will get 15 percent reservation as before, but it is divided into three categories. Telangana minister Uttam Kumar Reddy said that if the census takes place in the year 2026 and the number of SC community increases, then according to that data this classification will be done and sub-reservation will be increased. Three categories have been fixed for classification, in which social, economic and educationally 15 -backward castes will get one percent reservation in Group One, while 18 castes included in Group two will get 9 percent reservation and 26 castes in Group three will be given five percent reservation. This means that out of 15 percent reservation being provided to all Scheduled Caste communities, those whose condition is the weakest will get more benefits of this 15 percent.
The Commission headed by Justice Shamim Akhtar studied the economic and social status of various sub-castes of the Scheduled Caste community. A statewide survey was also conducted. While the opinion of 8,600 people was also taken. Caste-based survey across the state included 96.9 percent of families, including a total of 3,54,77,554 people. This includes 56 percent OBCs, more than 17 percent SC, more than 15 percent others and more than 10 percent ST community members. The survey started on 6 November, 2024 and completed in just 50 days. Based on this data, sub-reservation has now been implemented in the SC community.
