Tamil Nadu Chief Minister M.K. Stalin proposed by the central government UGC Draft Regulations 2025 Opposing it, it has been called a direct attack on the federal structure and state rights. He alleged that through these regulations, governors are being given wide powers in the appointment of vice-chancellors of universities and non-academics are being allowed to be appointed to these posts, which is an attempt to weaken the autonomy of the states. .

Stalin’s allegation on Centre: ‘totalitarian attitude’

Commenting on the draft regulations issued by Union Education Minister Dharmendra Pradhan on January 6, Chief Minister Stalin termed it an “authoritarian move by the BJP government at the Centre”. He said the decision was an attempt to centralize power and weaken democratically elected state governments.

Stalin wrote in his social media post, “The control of education should be with the government elected by the people and not in the hands of the central government through governors. “This move by the UGC is unconstitutional and Tamil Nadu will fight it legally and politically.”

Objective of UGC Draft Regulations 2025

Union Education Minister Dharmendra Pradhan described these regulations as bringing innovation, inclusivity and flexibility in higher education. He said that these guidelines will pave the way for academic excellence, empowerment of teachers and strengthening of educational standards.

Tamil Nadu’s objections

Stalin said Tamil Nadu, which is a leader in higher education in the country and home to most top-ranked institutions, will not lose its institutional autonomy through these regulations. He alleged that this was a “conspiracy” by the central government to sideline state governments and centralize power.

The Chief Minister described this move of the Center as a violation of the provisions of the Concurrent List of the Constitution. He made it clear that Tamil Nadu will protect the state’s rights and the autonomy of the education system at any cost.
