In the Jammu and Kashmir Legislative Assembly on Tuesday, the ruling National Conference (NC) and Opposition People’s Democratic Party (PDP) and the People’s Conference (PC) MLAs had to stay the proceedings for 30 minutes due to the sharp noises and uproar between the MLAs of the People’s Democratic Party (PDP) and the People’s Conference (PC). Meanwhile, Sajjad Lone, head of the People’s Conference, proposed to remove the Speaker for “undemocratic conduct”.
Under which rule was the proposal introduced?
Sajjad Lone, MLA of People’s Conference from Handwara, made a proposal demanding the removal of the Speaker of the Jammu and Kashmir Legislative Assembly. The proposal was introduced under Rule 215 (A) of the Rules of Assembly’s process and the rules of operation, causing a stir in the regional political corridors. This step displays deep unrest in the Vidhansabhai structure.
Protest on the works of the chairman
Opposition leaders proposed the speaker’s “undemocratic conduct” and repeated disregard of the established legislative norms of the assembly. The proposal said, “According to Rule 215 (A) of the Rules of Process and Working in the Jammu and Kashmir Legislative Assembly, we present our intentions to bring a resolution to remove the Speaker. The decision includes widespread resentment on the works of the Speaker in the House, including to refuse to reject the postponement motion and consider the proposal presented by opposition parties.”
Accused on the chairman
Opposition legislators say that this conduct of the Speaker weakens democratic principles and processes. This proposal has been brought to address the matter. Several MLAs have mentioned in the resolution letter that the Speaker refused to allow discussion on the adjournment motion and rejected the proposal presented by the opposition members regarding the Waqf amendment. Apart from Sajjad Lone, Kupwara MLA Mir Mohammad Fayaz and Tral MLA Rafiq Ahmed Khan were also involved in this move.
