Tug-of-war between DASS-DANICS officers over promotion
The Ministry of Home Affairs (MHA) has asked the Delhi Government to reconsider its decision to promote 217 DASS officers, citing serious procedural lapses and violation of constitutional norms. In a letter to the Chief Secretary, the MHA flagged that the encadrement of Group A/SDM-level posts into the DASS cadre was done without mandatory consultation with key authorities like the DoPT, DoE, and DoLA, and without the President’s approval—a move that threatens to delink DASS from DANICS, the legally recognized State Civil Service for Delhi and other UTs. DANICS officers have argued that the creation of a parallel civil service by encadering posts like SDM, Sales Tax Officer, Registrar, and Assistant Commissioner in a subordinate service not only disrupts the established IAS–DANICS–DASS hierarchy, but also undermines service discipline and federal integrity. A DANICS association member said, “This is the first time in India that Group A posts have been created in a subordinate service without following DoPT guidelines. This threatens the entire civil services framework.” With rising concerns about similar demands from other UTs, the MHA’s intervention underscores the need to preserve cadre structure, vertical relativity, and constitutional procedure.
