Preparation for 8th Pay Commission: Review of the difficult location allowance of the 7th Pay Commission begins

News India Live, Digital Desk: The announcement of the formation of the 8th Pay Commission has created a lot of curiosity and discussion about the amendments to be suggested earlier for the Central Government employees. Although everything is far away at the moment, reviewing the details of the allowance recommended by the 7th Pay Commission can give very important indications.

The Union Cabinet has approved the recommendations of the 7th Central Pay Commission with 34 amendments to 48 lakh central employees. The increased allowances on the basis of recommendations of the Committee on Allowance (COA) have come into effect from 1 July 2017.

Some allowances based on geographical location such as special compensatory (remote location) allowance (SCRLA), Sundarban allowance and tribal area allowance were included in inaccessible location allowances.
The areas under the TLA were classified into three categories and the rates would be governed according to various seals of R&H matrix and will range from Rs 1000 to Rs 5300 per month.
The Seventh Pay Commission recommended that TLA would not be acceptable with special duty allowances (SDA) payable in Northeast, Ladakh and islands. The government had decided that employees would be given the option of availing SCRLA at pre-proposed rates with SDA at revised rates.

The allowances of the Seventh Pay Commission also included a specific Siachen allowance for defense employees. The Seventh Pay Commission had placed Siachen allowance in R&H Matrix’s RH-Max Sale with Rs 21,000 and two slabs of Rs 31,500. Recognizing the extreme nature of the risk and difficulty faced by the authorities/PBOR on the basis of continuous basis in Siachen, the government decided to further increase the rates of Siachen allowance which increased from Rs 14,000 per month to Rs 30,000 per month and Rs 21,000 per month for the soldiers and JCO (level 8 and below).

With this increase, the Siachen allowance grew more than double the current rates. This step has been taken to benefit all the soldiers and officers of the Indian Army posted in Siachen.
