New Delhi: A high-powered inquiry committee established by the government has recommended legal action against an unnamed individual after investigating activities linked to organized criminal groups and terrorist organizations, which compromised the security interests of both India and the United States.

The investigation was initiated following US allegations that Indian agents had attempted to murder Khalistani separatist Gurpatwant Singh Pannun in New York in 2023. Pannun holds dual citizenship in the US and Canada. Vikash Yadav, reportedly a former officer of India’s external intelligence agency RAW, was identified by the US in the failed assassination bid on Pannun.

In a statement on Wednesday, the Ministry of Home Affairs revealed that, after an extensive investigation, the committee had recommended legal action against an individual, whose past criminal associations were also uncovered during the inquiry. However, MHA did not disclose the name of the individual involved in the legal proceedings.

The MHA further clarified that, after receiving information from U.S. authorities regarding the activities of organised criminal groups, terrorist organizations, and drug traffickers—groups that had endangered the security of both India and the U.S.—the Indian government formed the high-powered inquiry committee in November 2023. The committee carried out its own investigation, following up on leads provided by the U.S., with full cooperation from U.S. authorities.

The two sides exchanged visits and examined multiple officials from various agencies, and relevant documents. “After a thorough inquiry, the committee has submitted its report to the government, recommending legal action against an individual, whose earlier criminal connections also came to light during the investigation,” the statement read. The panel has recommended prompt legal action.
