To ensure punctuality, keeping an eye on habitual late comers/ early goers and improve work culture, the Mira Bhayandar Municipal Corporation (MBMC) has launched a “one click” attendance system for on pay-roll staffers and contractual workforce. Supported by a face recognition feature, the system has been introduced in adherence to directions issued by the department of personnel and training (DoPT) which has underscored the need for closer supervision of attendance and punctuality by officers within their departments.
There are around 1,500 staffers and nearly 5,000 contractual employees attached to the various civic departments. While class I to class IIII staffers are supposed to mark their attendance by 9:45 am and exit entry at 6:15 pm, the work timings for class IV staffers is fixed from 9:30 to 6:30. One day of casual leave will be deducted for every three late entries to work in a month, for those leaving office before the stipulated working hours will lose half a day’s salary. If an employee doesn’t have casual leave, the deduction will be taken from their earned leave. Salaries will be calculated based on the attendance recorded in the system which will also keep a track of assigned and remaining leaves.
“The system will not only ensure punctuality, instil discipline and improve efficiency, but will also benefit staffers as salary payments will be accurately calculated and processed in a simplified and time bound manner.” said municipal commissioner- Sanjay Katkar. The advanced face-recognition software is a departure from the finger-scan system of the earlier machines which were manipulated to skip office or make only a brief appearance.
In another significant step, the municipal commissioner has directed the general administrative department to ensure that ex-staffers get their post services benefits on the same day on which they retire. “ It was ensured that two employees including a peon and driver who retired this month got all their post service benefits on retirement day.” said an official.
