What does blacklist mean?

A database will be prepared after the new rules are implemented. It will contain the names of all those people who are using fake SIM or any wrong activity is taking place on their ID. It also said that the database will be shared with telecom operators. By doing this it will become easier for the telecom department and companies to catch fake users. Let us tell you that earlier there were reports of these rules being implemented soon, but on the request of telecom operators, the date of their implementation was extended.
