The delayed completion of the Panvel-Indapur stretch of the Mumbai-Goa Highway (NH-66) has become a point of public discontent, prompting a grievance registered by the Ministry of Road Transport and Highways on December 25, 2024. The 84-km stretch between Panvel and Indapur, divided into two construction packages, has been plagued by significant delays, despite work being in progress for over a decade.
According to official communication, Package 1 from Panvel to Kasu (42.3 km) is nearly complete, with 99% of the work finished. Package 2, from Kasu to Indapur (42.3 km), has seen approximately 45% progress, with the remaining work now targeted for completion by December 31, 2025. Authorities emphasize that efforts are underway to accelerate construction, but public patience is wearing thin.
About The Mumbai-Goa Highway Project
The broader Mumbai-Goa Highway project, spanning 555 km, was sanctioned nearly 12 years ago to improve connectivity between Mumbai, Konkan, and Goa. Built at a cost of Rs 44,000 crore, the project has been divided into 10 packages, six of which are reportedly complete. The construction of a crucial tunnel in Package 3 is also nearing completion, with one side already operational.
A senior Public Works Department (PWD) official noted that, once fully operational, travel time between Mumbai and Goa will be reduced to 6-8 hours, significantly easing transportation and boosting regional commerce. However, conflicting timelines have caused frustration. Union Minister for Road Transport and Highways, Nitin Gadkari, previously assured completion by June 2024, excluding minor pending work on the Chiplun flyover.
Public Sentiment Over Perceived Neglect Of The Mumbai-Goa Highway
Public sentiment reflects anger over perceived neglect of the Mumbai-Goa Highway compared to the expedited development of projects like the Mumbai Trans Harbour Link (MTHL) and the coastal road for Mumbai’s commuters. “While major urban projects receive priority, rural connectivity improvements are left in limbo,” said a resident of Raigad district.
Despite promises, the continued delays have fueled skepticism among commuters and residents of Konkan. With the new deadline set for December 2025, many hope authorities will finally deliver on their long-standing commitments.
