Jharkhand government has started preparations to amend the appointment and transfer rules of teachers. This change focuses on the points which had caused bottlenecks in the appointment and transfer process. After the implementation of the revised rules, fresh appointment and transfer of teachers can be done.

Major changes in the appointment process

The appointment process of 26,001 assistant professors is going on in the state.

  • Examination and court order: Examinations for these posts have been conducted, but the results are withheld on the instructions of the court.
  • Next phase of appointments: After appointment to 26,001 posts, 23,999 more posts will be reinstated.
  • Vacancies in High Schools: The state government is assessing the vacancies for the appointment of teachers in high schools this year.

Changes in para teachers and qualifying marks

The candidates have challenged the qualifying marks prescribed for para teachers in the rules.

  • Possible changes: If the qualifying marks are changed, the rules will also be amended.

Improvement in transfer rules

Inter-district transfer is being given priority in the transfer rules.

  • New provisions:
    • Different marks have been fixed on the basis of posting and age in the zone.
    • Extension in provision for incurable diseases:
      • Now, apart from the teacher suffering from incurable disease, his/her spouse, children, or parents will also be included in this category.
      • On this basis, the teacher will get benefit in inter-district transfer.
    • Priority to women teachers: There will be a change in priorities for transfer of women teachers.

Changes in the rules of JTET (Jharkhand Teacher Eligibility Test)

JTET manual is also being improved.

  • Old and new systems:
    • Earlier it was mandatory to score 40% marks in each subject.
    • This will now be changed to:
      • Scheduled Caste, Tribe and Backward Class: 52% marks.
      • General Category: 60% marks.
  • Previous Exams: JTET was conducted in Jharkhand in 2013 and 2016.
  • 2024 Status: Last year applications were taken, but the exam could not be conducted.
