A new rule has come into force regarding passports in the country. All the people born after 1 October 2023 will now have to submit a birth certificate while applying for passports. Under the new rules, the birth certificate will be considered as the only valid proof of the date of birth for applicants born on 1 October 2023. Whereas, older applicants can choose other documents.

Now the birth certificate is mandatory for passport. People born after October 1, 2023 fall under amendment to the Birth and Death Registration Act, 2023. According to this new rule, it will now be mandatory to attach the birth certificate along with the passport application. But, even if you are born earlier, you still have the option to present other documents.
Learn about alternative documents
The list of these alternative documents is given in the Passport (Amendment) Rules, 2025. These include transfer certificate, school leaving certificate, matriculation certificate, PAN card, service records or pension order for government employees, driving license, voter ID card and policy bonds issued by LIC or public companies.
Government work will accelerate.
Earlier, the birth certificate was made mandatory on 26 January 1989. But in 2016 it was removed by amending the passport rules. After this, all the applicants were allowed to submit any one of the above documents as a birth proof. The government believes that people will benefit greatly. This step is a major step towards making the birth certificate an important document in the country. This will not only ease people, but will also speed up government work.
