The rule of ‘fake’ ministry lasting 20 months
The government has recently admitted that no ministry named Administrative Reforms Department existed, while Dhaliwal was entrusted with the responsibility of this department. Now, an official notification has been issued and given the charge of the Ministry of NRI Affairs.

Governor issued revised order
The revised order was issued by the Governor on 7 February 2025, stating that the ministry of Dhaliwal has been changed on the recommendation of Chief Minister Bhagwant Mann.
- Earlier he was also assigned the Department of Agriculture and Farmers Welfare, but this responsibility was removed from him during the cabinet reshuffle in May 2023.
- After this, he was assigned the administrative reform department with NRI cases, but now the government admitted that there was no such department.
Neither staff, nor meetings, yet minister silent!
According to reports, no staff was stationed in this ‘fake’ department nor was there any meeting. Despite this, Dhaliwal took charge of this department for 20 months.
Big challenge made for government
Dhaliwal is the fifth most minister of the Punjab government, after Chief Minister Bhagwant Mann, Finance Minister Harpal Cheema, Renewable Energy Minister Aman Arora and Social Justice Minister Dr. Baljit Kaur. Now this administrative disturbance has raised a question mark on the functioning of the Punjab government.
