US President Donald Trump promised to implement the global tariff scheme during the election campaign. Navaro was born on 15 July 1949 in Massachusetts. He received his PhD in Economics from Harvard University. He was a professor of economics and public policy at the University of California, Irwin, before entering politics. During his educational life, Navaro wrote books like ‘The Coming China Wars’ (2006) and ‘Death by China’ (2011). In these books, he criticized China’s economic policies. His views were in line with Trump’s ‘America First’ philosophy. For this reason, Trump appointed Navaro as a business advisor during the 2016 campaign and later played important roles in the government.

Navarro’s attention was mainly on dealing with America’s largest economic rival China. Their trade policies aim to combat China’s influence. Despite being an important global player, India is not the central target of Navaro tariff schemes like China, Canada or Mexico. However, India has also been indirectly affected by the mutual tariffs of Navaro. For example, India imposes high tariffs on some American exports (eg, agricultural products and manufactured goods), while the US usually imposes less tariffs on Indian imports. But in the new tariff scheme, Navro has tried to correct such imbalance. However, it can have a negative impact on the US-India trade relations.
