Florence Ruiz was in Dugan’s court in a case of domestic violence at that time. According to the court documents, Dugan asked the ICE agents to wait outside the court room and indicated to talk to the Chief Justice. He then took Florence Ruiz and his lawyer out of the court room from the jury door. This delayed the arrest of agents.
The FBI said in its affidavit that when Dugan came to know that ICE agent had gone out of the court room to arrest Florence Ruiz, she became extremely upset and described her presence as unfair and unwanted. Duggan pulled Florence out of the jury door, not let him go out of the normal door. However, ICE agents arrested him outside the court. According to the documents, Florence Ruiz was earlier fired in 2013.
Judge Dugan has two allegations. One is accused of stopping and hiding a person from catching and hiding him, and the other is accused of obstructing the action of the federal department. If he is found guilty, he can be sentenced to six years in jail and may also have to pay heavy fine.
Dugan was arrested at 8:30 am on Friday at Milwauki County Courthouse. He was produced in the federal court in the afternoon on the same day.
