New Delhi – Tawwur Hussain Rana, who played an important role in the 26/11 horrific Mumbai terror attacks, is in the custody of NIA (National Investigation Agency) after reaching India. He is currently placed in the high security wing of Delhi’s CGO Complex. However, their three ‘simple’ demands have also alerted the investigating agencies. Although this request is only for the Quran, Pen and Paper, it is suspected that there is a hidden strategy under the religious facade. NIA officials are closely monitoring every activity of Rana.
Second day inquiry and three special demands
The NIA also questioned Tehwavur Rana for hours for the second day. During interrogation, he clearly asked for three things clearly without asking for some special – Quran, a pen and paper. At first glance, this demand may seem religious. But according to NIA sources, Rana offers Namaz five times a day, read the Quran and keeps writing something with the pen. The pair of Rana and David Headley were collecting information for Lashkar-e-Taiba in India between 2006 and 2008. Headley, wearing his ‘professional’ mask, made Reiki at various places in Mumbai. Using this information, terrorists attacked on 26 November 2008 in which 166 people were killed. In 2011, the US government convicted Headley and Rana was arrested. India requested Rana’s extradition in 2020 and was eventually extradited to India on 10 April 2025.
The mask of pioneering or a new conspiracy?
NIA officials say Rana appears to be ‘quiet and religious’. However, security forces are considering it as part of the new conspiracy. There is a risk that some innocent -looking signs can also turn into dangerous signals due to their demands. The NIA has already asked more than 20 questions, including suspicious meetings in Dubai, their visit to India and their contact with David Hedley.

Rana is monitored with 24 × 7 cameras. His medical and legal investigation is being done every 48 hours. Every answer, behavior and handwriting of questioning them are being closely monitored. This is not just an inquiry for NIA, but an important process to prevent possible terrorist activities in the future. Whatever Rana is currently writing, it has now become a priority to find out whether they are words of prayer or a sign of an adjacent attack.
