Governor of Rajasthan Haribhau Bagde has reacted strongly to the increasing atrocities against women. He said that those who misbehave with women should be punished. In addition, the criminals of rape should be deemed to reduce such crime.
The rapist should be punished.
Haribhau gave a statement in this regard at the swearing -in ceremony of Bharatpur District Bar Association on 10 March, saying that people who torture women make videos. This is not right. If a woman is tampered with, arrest the person immediately and punish her. As long as we do not have this mindset that we stop the molesters and criminals at the scene and clean them, the criminals will not stop.

Bhau further said that during the reign of Shivaji Maharaj, the sarpanch of Patel village raped there (in Maharashtra). Therefore, Shivaji Maharaj ordered not to kill the rapist, break his hands and feet and let him stay there until he dies.
There is no fear of law among criminals.
He further said that despite we have the law, there is no fear among criminals. Poxo provides for death penalty and life imprisonment for rapists. Still these crimes are not stopping. This shows that criminals have no fear of law.
Appeal to make rapists impotent
Citing a media report, he said that there is a Nagar Panchayat in Maharashtra where many dogs were sterilized due to increasing number of dogs. Similarly, for the purpose of creating fear of law among criminals, I recommend that rapists should be castemed.
