Cricket Australia said at the time that Stark has decided to withdraw from the tournament for personal reasons.

Stark said- Test cricket is my priority

“There are many reasons for this, some private views are also included. During the Test series, I felt mild pain in the ankle, and I need to fix it. “
“We have the final of the World Test Championship, followed by West Indies tour.”
“There is some IPL cricket, but the top of my mind is Test cricket.”
“I have to fix my body and get ready for the Test final by playing some cricket in the next few months.”
IPL will play but left the Champions Trophy!
Interestingly, Stark will be seen playing in IPL 2025, but he withdrew his name from the Champions Trophy.
This means that he has given priority to the T20 league and gave priority to Test cricket, but left the ODI tournament.
