Panchayati Raj Department of Bihar Government has started the new process to fill the vacant posts of Accountant cum IT Assistant and Technical Assistant. Selection on these posts will be done through district level committee. The department has given instructions to complete the process as soon as possible, and it is expected that the application process will start by the end of January 2025 and the selection will be completed by April 2025.
Working of Panchayats affected due to vacant posts
Due to the post of Accountant remaining vacant for a long time, the functioning of Panchayats is being disrupted.
- Monitoring and financial work of schemes in Panchayats is disrupted.
- To solve this problem, the Chief Secretary recently directed to adopt the old procedure in the review meeting of Panchayati Raj Department.

- Total Posts: 6570.
- For Male Candidates: 4270 Posts.
- For Female Candidates: 2300 Posts.
- present situation:
- At present only 1600 Accountants cum IT Assistants are working in the state.
Why was the previous selection process changed?
Earlier the process of agency and online application was adopted for the selection of accountant.
- Educational qualification:
- B.Com, M.Com, or CA Inter.
- Applicant:
- Around 73,952 candidates applied.
- Selection was to be through examination, but:
- Complaints were received about the activeness of middlemen in this process.
- After this, it was decided to conduct the selection process through some commission of the state.
Now the department has decided to conduct the selection process in the old way through the district level committee.
Responsibilities of Accountant cum IT Assistant
Accountants cum IT Assistants perform several important functions in Panchayats, including:
- Maintenance of Documents:
- Proper management of all documents and financial records related to Panchayat.
- Monitoring of Schemes:
- Assessment of progress status of schemes.
- Utility certificate:
- Assistance in preparing utilization certificate after the amount is spent.
- Audit:
- Ensuring timely audit.
- Checking income and expenditure:
- Accounting of funds sent to Panchayats through Finance Commission and other means and checking of cash books.
- Departmental Instructions:
- Following departmental instructions and reporting.

- January 2025: Application process expected to begin.
- April 2025: Appointment of new candidates after completing the selection process.
