Haryana Government has taken a big decision after the amendment in the Right to Education (RTE)-2009. Now it will be mandatory for students to obtain pass marks in class 5th and 8th. If a student does not score the minimum marks, he/she will not get admission in the next class. This change will be implemented from the new academic session of 2025.
What is the new rule?
Haryana Education Directorate has taken this decision under the instructions of the Union Education Ministry. According to the new rules:
- Pass marks required: Students in class 5th and 8th have to score minimum marks to pass.
- Mercy Chance: If the student fails, he/she will get a chance to take another exam after 60 days.
- Ban on failure: If the student is not able to pass even after mercy chance, he/she will have to pass the examination first. Only then will he get admission in the next class.
Special provision for weaker students
- extra classes: Special classes will be organized for students who score low marks in the examination.
- Counseling of parents: The school head can also counsel the parents if deemed necessary.
What is the reason for the change?
The Union Education Ministry had received complaints that the education of students was being affected due to the policy of no failure in classes 1 to 8.
- Learning Gap: By being sent to the next class without failing, children were forgetting the syllabus of the previous class.
- Difficulty: After admission in 9th class, teachers had to work harder to explain the old syllabus to the students.
Strictness on school management
The Education Ministry has clarified that no student can be expelled from school without completing elementary education. If any school violates this rule, action will be taken against the concerned management.

“We have received instructions from the headquarters that pass marks will be mandatory for class 5 and 8 students. If the student fails even after mercy chance, he will not get admission in the next class. This rule will be implemented from the session of 2025.”
