Success eluding
Hurdles may crop up in the way of an officer trying to get a plum posting which has so far eluded him. He did everything to woo the top bosses in the government as well as those in a political outfit for the purpose, but success is still dodging him. In a recent meeting, the head of the state bureaucracy clearly told him that there was no proposal to transfer him from the present department. Information about the officer’s longing for a particular place has reached the head of the bureaucracy. At a meeting to review the progress of a project, the officer was told to complete the work without delay and to stay in the present department. Though unhappy, the Sahib had to say he was satisfied with his present place of posting. Nevertheless, the Sahib has not given up hope of getting a plum posting.
Who’ll get it?
An officer, associated with a department that handles construction work, has been recently transferred. After his transfer, since another officer was not appointed there, a senior bureaucrat has been given the additional charge of the department. The names of two principal secretaries are doing the rounds for the post. One of them is the only officer who has not been transferred after the government formation last year. There are plans to transfer him to an important department besides chances of his posting in the CM’s Secretariat are fair, because he is on good terms with the head of the state as well as with the RSS. Another PS, previously posted there, is working for a department outside the government. Plans are afoot to take him back, so once he returns, he may be given an important position. Several other officers are making efforts to get posting in the department, but their chances of success are thin.
Non-cooperation
Non-cooperation by a Principal Secretary (PS) of an important office has weighed heavy on him. He has been sent to the loop line. The PS, unhappy with his place of posting, stopped working. Neither he was coming to office on time nor was discharging his duties the way a senior officer should have done. The PS thought an important political person would shift him from that department. He did not work properly, the politician was angry with him. He then advised the government to post him to another place. The higher-ups in the government were also so angry with the PS because of his conduct that they shifted him to the loop line. The PS is now disappointed, thinking the office he was working for was better than the present one. But the Sahib is not going to get a better posting anytime soon.
Officers’ return
Bade Sahib, after taking over as head of the state bureaucracy, feels there is a shortage of good officers. To deal with this issue, he has plans to call back some officers who are working for the Central Government on deputation. The number of officers working on deputation in Delhi is very high but that of the ones wishing to return to the state is few and far between. Thus, to call back a few of them, may be discussed at a higher level. A long time has passed since some officers were posted in Delhi. The state government may make efforts to call them back. There are plans to bring back the couple who have worked in many important departments. Apart from them, two more officers may be called back. One of them has spent many years in Delhi, and the head of the state likes him. Nevertheless, those who go on deputation to Delhi do not wish to return to the state, so it may be only just easy to call them back.
Transfer mystery
Transfer of an IAS officer from an important department is shrouded in mystery. There are talks that an order came from an important office to shift an officer. From that important office, a panel of names consisting of three officers was received. All these three officers are holding important positions, but the government was not ready to send any of them to that position. It wanted to shift a Principal Secretary (PS) who has worked in several departments. The Sahib of the department where the PS was to be sent was not ready to accept his name, so a senior IAS officer was sent there. There is another story which has played an important role behind the transfer of this officer. It is said that both the reasons had been behind his transfer, but one of the issues was swept under the carpet.
Axe may fall
The axe may fall on a divisional commissioner in an area and a collector who has been recently transferred. The corridors of power are echoed with their stories. About the divisional commissioner, it is said that he takes payola for everything he does. The head of the government and the head of the bureaucracy are getting feedback about his misdeeds. In the upcoming administrative reshuffle, the divisional commissioner may be sent to the loop line. The story of the collector posted in the area is no different. He also takes carrots for every work he does. Everyone, from the common man to the public representatives, is fed up with the collector who is virtually shaking down those who come to him to get their work done. The higher-ups in the government know how the collector got posting in the district. So, he may be called back to Mantralaya and then sent to the loop line in the upcoming administrative reshuffle that may be carried out in January. Because both officers are acquainted with what is going to happen to them, they have intensified their activities to rip off the government coffers.
