Mumbai: Following the formation of the new government in Maharashtra, the state bureaucracy plans to initiate a thorough scrutiny of the “Ladki Bahin Yojana,” an ambitious program designed to empower eligible women across the state. With more than 2 crore women already benefiting from the scheme which cost Rs 33,000 crores, the government is now focused on ensuring that the assistance reaches only to deserving recipients. The verification process aims to undeserved claims and ensure transparency in the distribution of financial aid. Every woman who has received benefits under the scheme will undergo this detailed verification process, aimed at eliminating fraudulent claims and ensuring transparency in the distribution of financial aid.
According to sources within the state’s financial department, the scrutiny will involve almost all applicants who have already received aid and will undergo this detailed scrutiny. The process will involve cross-checking submitted documents with official records to identify any inconsistencies or fraudulent activity, ensuring that the scheme benefits only those who truly meet the eligibility criteria and receive the financial assistance.
All applications will undergo scrutiny based on the following key eligibility requirements for the “Ladki Bahin Yojana” to ensure fair distribution of aid:
# Income Proof:- Applicants will need to submit documents verifying their annual family income, with a set limit of Rs 2.5 lakh per annum.
# Income Tax Certificates:- These will be scrutinized to validate the legitimacy of the beneficiaries.
# Retirement Pension and Vehicle Ownership:- Applicants receiving pensions or owning four-wheeled vehicles will face additional scrutiny.
# Land Ownership:- Women owning more than five acres of land will not be eligible for the scheme.
# Limit of Beneficiaries per Family:- Only two women per family will be allowed to benefit, addressing the issue of multiple claims within one household.
To ensure the accuracy and transparency of the process, all the applicants who have already received benefits will go through several stages of verification.The scrutiny process will include several key steps:-
# Cross-checking Documentation:- The first phase involves verifying identity proof, income details, and other related documents submitted by the applicants.
# Field Verification:- Officers will visit beneficiaries’ homes for direct verification. This may include personal interviews or door-to-door surveys to confirm eligibility.
# Data Matching:- The government will compare beneficiary data against other official databases such as voter lists, income tax records, or Aadhaar-linked data to identify inconsistencies.
# Complaints and Whistleblowing:- The government will encourage citizens to report any suspected fraudulent activity through a helpline, online portal, or through field agents.
# Involvement of Local Leaders:- Local elected representatives, such as panchayat heads or urban body representatives, may also participate to ensure transparency in the verification process.
According to the sources the process will involve multiple departments, including state and local government officials, social welfare teams, and audit bodies.
# State/Local Government Officials:- Local authorities, including district or block-level officers, will be responsible for verifying beneficiaries in their respective areas.
# Social Welfare Departments:- The department overseeing women’s welfare or social justice will lead the scrutiny at the state level.
# Audit and Investigation Teams:- Internal auditors and teams from the Ministry of Finance or other auditing bodies will be tasked with ensuring that funds are not misused and that the lists of beneficiaries are accurate.
The scrutiny process aims to ensure that the benefits reach only those who truly deserve them and to maintain the integrity of the government’s welfare schemes.
According to sources, even after the formation of the new government, no financial assistance will be disbursed until each application has successfully passed the required scrutiny and approval process. Currently, beneficiaries under the Ladki Bahin Yojana are not receiving funds.The funds for October and November installments were already distributed to most of the beneficiaries as part of the scheme. According to the official sources the December installment will only be disbursed after the scrutiny process is completed. Official sources indicate that the scrutiny process will begin only after the government is formed.
The Central Election Commission had halted all financial schemes following the announcement of the assembly election schedule in Maharashtra. The Election Commission directed the state government to stop implementing schemes that could directly influence voters during the Model Code of Conduct period. Consequently, the funds for this scheme, managed by the Department of Women and Child Welfare, were suspended.
As of now, despite the elections being concluded, the government has not yet been formed, causing further delays in resuming the scheme and disbursing installments.
