Israel had received intelligence that this missile factory, built jointly by Syria and Iran, was kept underground in the mountainous area of Masiya in western Syria. The area is home to the headquarters of the Syrian Defense Forces. The missiles being made here were a major program of Syria and Iran. The missiles manufactured here were supplied to Lebanon-based Hezbollah militants and other terrorist organisations, and were also earlier supplied to the Assad regime in Syria.
To destroy this complex, Israel spent years devising a secret intelligence plan. He obtained a plan of that underground factory and not only knew where the missile-making machines were located, but he also knew where the three entrances to the complex were and how those entrances reached the missile-making machines.
